EMPLOYEE PARKING

Q. Where will employees displaced by the John Fitch Way Project park? 
A. Displaced Law and Public Safety (L&PS) employees have been moved to the parking lot behind the Trent House.  Displaced Labor and Taxation employees now have the option to park in the parking lot created on the site of the former H&A building.

Q. How many parking spaces have been lost due to the remediation project? 
A. Over 400 spaces have been displaced because of the project. 

Q. Who will decide who parks where? 
A. The affected agencies provided spaces in the identified areas and the agencies informed, assigned and notified the displaced employees of their temporary parking arrangement.

Q. How will accessible parking spots be handled? 
A. All accessible spaces affected by the project area have been replaced on site in close proximity to the buildings.

Q. Will there be a shuttle bus to transport employees who are displaced from their current parking spots and must walk a distance to the building? 
A. There will not be a shuttle service provided for the displaced employees since the areas identified for the displaced employees are very close to the buildings.

Q. Will there be security in the parking garages?  
A. The Lafayette garage and Liberty Commons garage both require card access with an attendant located onsite. Please note that State employees currently park in these locations. There will be no security guards posted in these garages.

Q. When the remediation project has been completed, will the state parking lot be restored? What about the size of the parking spots?
A. Restoration of the work area will return it to its current condition as a parking lot. PSE&G will follow the state’s direction regarding the size of the parking spots.

Q. Where will the handicap parking be, and how many spots will be available?
A. Any handicap parking spaces that have been temporarily eliminated by the project have been replaced one for one and relocated into the reserved lots. The one for one replacement is as follows: 19 in the Labor reserved lot and 21 in the Taxation reserved lot.

Q. Will the parking passes be pre-paid?
A. There will be no cost to employees for the access cards distributed by the Department of Labor and the Division of Taxation for the Liberty Commons and Lafayette Garages.

Q. Will displaced employees be restricted where we can park?
A. Employees only have parking privileges in the area where they are provided access.  

Q. Will the drop off point for employees of 1 John Fitch Way change?
A. No.

Q. Will the garages be open for employees not working core hours?
A. The Lafayette Garage operating hours are 24/7 and the Liberty Commons Garage is open 7am-10pm Monday – Friday, 8am-8pm on Saturday, and 8am-4pm on Sunday.

Q. Will state vehicles parked in the rear of the lot be moved offsite to allow more employee parking?
A. The only cars officially permitted to park in Parking Area 3 are cars for employees of Labor, Taxation and the car must have a hang tag. Vehicles from other agencies have been relocated.

WALKING PATH

Q. Will there be a walking path created from the other side of the helipad to the buildings? 
A. Yes, PSE&G created an ADA compliant walking path with lighting between the helipad and the H&A demo site. Allied security guards will be posted to monitor this walking path.

JOHN FITCH WAY PROJECT SCHEDULE

Q. Can the John Fitch Way Project be delayed? 
A. This project must be conducted in accordance with applicable New Jersey Department of Environmental Protection regulations and timeframes. This project cannot be delayed further as NJDEP has granted one extension request previously.

NOISE

Q. How will noise complaints be addressed within the impacted buildings?
A. Noise complaints received from building occupants will be referred to the New Jersey Department of the Treasury’s Division of Property Management and Construction for appropriate action and response. Actions may include collection of readings within the building with a sound level meter.

AIR & ODORS

Q. Will there be an additional air filtration system within the impacted buildings to address odors emanating from the John Fitch Way Project?
A. Treasury’s Division of Property Management and Construction has purchased activated carbon and charcoal filters for use within the impacted buildings should odors become a concern during the John Fitch Way Project.

Q. Why was our new HVAC system not installed prior to this project?
A. There are various phases (design, construction, feasibility, etc.) that must be adhered to when conducting HVAC System projects similar to that taking place at the Labor Building. The John Fitch Way Project has been in the planning stages for over 10 years and this project could no longer be delayed.  Also please note that the excavation is taking place under an enclosure minimizing impact to the HVAC System.

Q. Will filters be installed on the state building air intakes?
A. The need or use of filters on building air intakes is not anticipated at this time. However, the State has purchased specialized filters for the building and will install them if necessary.

A. Will the inside of the buildings have air monitoring?
A. No. At a minimum, four air monitoring stations will be used for real-time monitoring during the remedial action. The stations will be located at the north, east, south, and west of the remedial area around the active remediation operations. Specific locations of the stations will be evaluated based on the location of site operations, temporary enclosure location, wind direction, and location of receptors. An additional fifth station will be positioned between the site work and the southwestern corner of the NJDOL building for the duration of the project.

PEOSH

Q. Will PEOSH be a part of the monitoring?
A. PEOSH will not be part of the project monitoring, however, should PEOSH wish to conduct monitoring, a request will be made to PSE&G as the responsible party to allow independent monitoring.

OTHER QUESTIONS

Q. Can employees work from home during the project?
A. Employees should address working from home and any other personal arrangements with management.
